The Fed started its gun control policies in response to the waging wars of the gangs in 1934 with the National Firearms Act of 1934, which started after Prohibition (another failed Fed law). Weapons involved were the sawed off shotgun, machine guns, and suppressors. You can read the debates during that time for the answer to your question.

The confusion starts with contradictory laws, like you can purchase these same guns if the were manufactured before a certain time. With the changing of technology certain laws come about because a change in patterns of behavior.
