When a person is the head of a "department" in the government, it seems like they have no idea what goes on under them. What do they do? Do they show up for work, put their feet up on the desk, read magazines, or play games on the computer? It seems they don't know that they're supposed to make sure their employees aren't breaking the law or partying all day long.

Here are the facts:
Steven Miller was a 25-year career IRS employee, was appointed acting commissioner on November 9, 2012. According to the Federal Vacancies Reform Act of 1998, his 210-day term would have set his last day in that post as June 8. G.W. Bush wasn't president last year, now was he?
Please note what Miller's duties were BEFORE being appointed acting Commissioner by Obama from Miller's biography: Prior to his appointment as the Deputy Commissioner for Services and Enforcement, Steve served as the Commissioner of the Large Business and International Division. In this position, he had oversight for federal tax administration for domestic and foreign corporations and partnerships with assets of $10 million or more that have a United States tax filing requirement. Previously, as the Commissioner of the Tax Exempt and Government Entities Division, Steve oversaw the administration of tax law relating to employee plans, tax-exempt organizations and various government entities. Steve also served as the Director of Exempt Organizations and as the acting Assistant Commissioner and Special Assistant to the Assistant Commissioner, Employee Plans/Exempt Organizations.
Please, also note that the targeting started in June 2009 (check out Planned Parenthood's article) when Miller was Commissioner of Tax Exempt and Government Entities Division (see highlighted bolded paragraph above).
While Miller was in his previous position, Shulman was the Commissioner from 2008, confirmed BY THE SENATE (majority of Democrats, or did you forget that?) until Miller was appointed in 2012.
March 2008 then-Treasury Secretary Henry Paulson announced the appointment of Shulman to a five-year term as IRS commissioner. In a statement announcing the move, Paulson noted that Shulman's experience restructuring the IRS made him an ideal candidate for the position.
