World poverty is shrinking rapidly, new index reveals.

UN development report uses nutrition and education as yardsticks as well as income

  • Some of the poorest people in the world are becoming significantly less poor, according to a groundbreaking academic study which has taken a new approach to measuring deprivation. The report, by Oxford University's poverty and human development initiative, predicts that countries among the most impoverished in the world could see acute poverty eradicated within 20 years if they continue at present rates.

It identifies "star performer" nations such as Rwanda, Nepal and Bangladesh as places where deprivation could disappear within the lifetime of present generations. Close on their heels with reductions in poverty levels were Ghana, Tanzania, Cambodia and Bolivia.

The study comes after the UN's latest development report published last week which stated that poverty reduction drives in the developing world were exceeding all expectations. It says: "The world is witnessing a epochal 'global rebalancing' with higher growth in at least 40 poor countries helping lift hundreds of millions out of poverty and into a new 'global middle class'. Never in history have the living conditions and prospects of so many people changed so dramatically and so fast."

The brighter global picture is the result of international and national aidand development projects investing in schools, health clinics, housing, infrastructure and improved access to water. The UN also pointed to trade as being a key factor which was improving conditions in Afghanistan, Ethiopia, Rwanda and Sierra Leone. These improvements have not been picked up in the past when poverty has been measured strictly in income terms without taking into account other factors – health, education and living standards.

The study of the world's poorest one billion people uses a new measure, the Multidimensional Poverty Index (MPI), which was just updated in the 2013 UN report. It includes ten indicators to calculate poverty – nutrition, child mortality, years of schooling and attendance, cooking fuel, water, sanitation, electricity assets and a covered floor.

The initiative hopes insights from the MPI will incentivise international donors and governments to help the poorest by allowing the results to be measured. The academics believe old methods of looking at income levels – such as those living on $1.25 a day or less – ignores other deprivations in, for example, nutrition, health and sanitation.

The system was developed in 2010 by the institute's director, Dr Sabina Alkire, and Dr Maria Emma Santos. Dr Alkire said: "As poor people worldwide have said, poverty is more than money – it is ill health, it is food insecurity, it is not having work, or experiencing violence and humiliation, or not having health care, electricity, or good housing.

"Citizen activism is under-appreciated for its role. Maybe we have been overlooking the power of the people themselves, women who are empowering each other, civil society pulling itself up."

The study found that in 2013 a total of 1.6 billion people are living in "multidimensional" poverty. The poorest one billion live in 100 countries. Most of the bottom billion live in South Asia, with India home to 40%, followed by sub-Saharan Africa with 33%. The report also found that 9.5% of the bottom billion poor people lived in developed, upper middle-income countries.

You would begrude the world's poor because of a business model? I can guarantee you that the poor in Bangladesh, or Ethioia, or Appalachia, are not the ones to whom our jobs are being outsourced.

There are quite a few steps between complete deprivation and a broadband connection.

Since you reiterated what I said in my own post, I read it as sarcasm. My apologies. That said, my comments are relevant to the conversation, and particularly to those who would resent Bangladesh because of offshoring practices.

but they were made directly in response to my post, even though I made no mention of begrudging the world's poor, nor any mention of the poor in Bangladesh, Ethiopia, or Appalachia. I also never said I resented Bangladesh because of offshoring or any other reason. I won't defend an assertion I never made, so I will not respond to your straw man argument.

The fact is, however, that there are many poor nations who are becoming emerging economic powers to one degree or another. One of them is India. India's economy and some of its poor have most certainly benefited from the United States' offshoring of jobs, while some people in the US have "become poorer" as a result.

I apologize that I misinterpreted your post. I thought your post was a rebuttal to my assertion that:

1. Bangladesh was in no danger of becoming rich, and

2. The end of global deprivation does not make us more poor.

Your post appeared to raise the issue of losing one's job to someone overseas. In my apology above, I explained that my comments were relevant to those who would resent Bangladesh for our offshoring practices. Again, my apologies for misunderstanding.

Does it escape my attention that if my job is offshored, I become poorer? No. But our domestic business models are just that - domestic. We can seek to modify these models through legislation or other means.

I believe it's good for the world at large when poor nations rise economically.

We have poverty in this country, but we also have systems in place to take care of those who are without food or medicine.

We are definitely on our way to becoming a third world country. I'm ashamed of the USA. In a country this rich and powerful, there should be no poverty at all.

But the greed of Wall Street, among others (to whom we give corporate welfare) is readily obvious from their words and deeds.

We should stop being the watch dog for the world and take care of our own back yard. They claim they want other countries to become democracies. Well, if those countries are watching and seeing how the conservatives (NWO, too), it won't look much different than what they already have.

We take for granted all that we have in the US, and it's easy to complain when things aren't just as we want them to be, but I can't imagine what it's like for a family in Ethiopia. I can't imagine anyone who wouldn't gladly give a little of the excesses we have to help another fellow human who is suffering in ways we can't comprehend.

Few of us can afford to go see firsthand what it's - like in Ethiopia.

However, many of us can get into our cars and take a road trip to Appalachia (that is, if you can afford the gas). Just because we're a "richer nation" than Ethiopia doesn't mean there isn't abject poverty in the U.S. as well.

Give to the poor in Ethiopia or give to the poor in the U.S. They're all people. It seems that maybe the truly destitute in the U.S., though, are less frequently regarded when speaking about world-wide poverty. Perhaps that is because we ARE a richer nation, and the fact that some people in this country live so far below the poverty line is too embarrassing for us to point out.

It's wonderful to see people in developing countries rising up out of poverty and joining a global middle class, but after seeing the decline in numbers of the middle class in this country, I'm not convinced that overall global poverty is shrinking. Maybe the "global rebalancing" is really just "poverty redistribution."

I suspect if we could we would see no comparison - between those who slipped

from middle class to working class here, and even below the poverty line, and those who helplessly watch children die of malnutrition and/or disease before growing up, who work long hours each day for just enough to survive to work more, with no hope for change. The misery is enormous--but lessening.

There are almost 7 billion people on this planet now, and statistics with a poverty line set so low even most conservatives would be shocked, over 30% of people (when the statistics were gathered) were considered to live below that line.

those programs. These are the LAST programs that can survive cuts.

But they prefer the top 1% and are gradually dragging the middle class into poverty.

We're very close to losing those programs. I just hope with the next election we get more Democrats in office so everything is more fair and less arbitrary.
