Where to begin searching

I wrote a few weeks ago regarding an elderly neighbor who was mowing the leaves in the middle of the road in the dark.  We have now had a whole week of his constant gas-generated leaf blower blowing up and down the street all day long into the night, then after the leaf blower the lawn mower.  He has no lights or anything so don't know how he can see what he is doing because we also don't have street lights.  If he hits a rock (which is usually what you find in roads) it could be dangerous to others.  We are not the only ones noticing it.  Four of our neighbors have come out of their home to look to see what is going on.  Most likely because they can't even enjoy their dinners or a night with him walking up and down the road doing this.  He goes up then down then up then down blowing the leaves and dirt back and forth.  Today was unbelievable.  We looked out and there he was standing on the neighbors roof blowing the leaves off their roof.  This is a 70+ year old man who is not very steady on his feet.  Tonight here it is after dark and he is blowing the leaves back and forth and the dirt in the street. 

I would like to make an anonymous inquiry to have someone come out and check on him and find out why he is doing this.  On top of it all it's dark and he's wearing dark clothing and a car came down the street and didn't even see him.  He walked up onto the curb, but if he fell the car would have hit him.  This is just crazy.  But I don't know the first step of who we need to contact.  I don't want it getting out that we are the ones who reported this.

Can anyone give me any ideas of where to begin.

tell them you're concerned for his welfare due to odd behavior and you are hoping a social worker can make a welfare check on him.

Start with the police to get him out of the street and into the house at night. They will stop the leaf blower situation from going on all day. This man is obviously having (at least) early dementia. He is a danger to himself and others. The police can get him a medical evaluation in a mental health setting. Why wait?

the first time you posted. There is no way that I would sit back and just "wonder" about what is going on here. This issue could have been taken care of the week or 2 ago you first posted. I am now wondering if someone else needs help rather than the leaf blower.

What are you waiting for? The police will either handle it or refer it to the proper authorities. Calling the police will not get him arrested. That's what the police are there for.

I got busy with things and after I posted he stopped doing that for awhile and we thought something happened to him, but no, he's back to doing it again. So I looked for my post to see what others recommended and I cannot find October's postings.

Were now in November, but I do not know how to access October's posts to see what people wrote.

What am I waiting for you and others ask? Because I don't want to call the wrong people and get him in trouble or they cart him off to some home and then all of a sudden we become the bad guys to the neighbor for ratting out the poor ol widower. I'm trying to look at this from all angles. I don't want anyone to get hurt, whether it be him or other passer byers. Then when we think someone talked to him because he ceases the activity for a few days and we see hide nor hair of him and figured it was taken care of and someone made a complaint then he comes back and starts in again, so maybe he was on vacation.

But because I can't find my last post and what people suggested, and I sat putting in all sorts of research on the computer trying to find out the first steps of what we need to do and not coming up with anything except things like ways to help elderly parents with dementia, activities to do, what to do with mom or dad, etc and nothing that fit our circumstances I thought I would ask here again.

A lot of people came on and said he might have dementia. I had said that if you haven't known him a long time, it might not be dementia; perhaps he's mentally ill. If he's been in the neighborhood a long time and this is new behavior, then dementia could certainly be a factor.

I also said to band with the neighbors in your complaint so you don't go in as a lone wolf. If you have a Homeowner's Association, that would be a start.

Do call the police each time he does this at night, as it is clearly a disturbance. And going up on someone else's roof is trespassing which is against the law. If the police deem he's mentally ill or with dementia, they likely won't cite him.

Try contacting some of your local mental health agencies. Don't give your name, just report what is happening. They may be able to help further with this situation or refer you to the proper people.

attention to the poor guy and thereby make the situation worse. At the same time, your sanity is at stake, too! The police dept should have a "non criminal complaint unit"--or something like it. Generally, they can't stand when you call about a thing like this--certainly don't call 911 or they will come and arrest you (LOL)! Either call your local police number or stop in and see if you can't find someone pleasant--or let's say, remotely pleasant...or someone who doesn't "bite your head off" for "wasting their time" and then does nothing...approach it like, look, I don't want to cause any trouble, I don't want to become overly involved with this situation, but here's what's happening...etc. This kind of activity in the legal sense is called a "nuisance." Since it disturbs more than just you/your residence, it can be considered a "public nuisance." Don't use the term/s though at the police dept or they won't like it. Only use the terms if they act like they don't give damn about your complaint. They should offer to "go have a talk" with the individual, and will take it from there if they discover anything sinister with him or his situation. They might tell you to 'wait until it happens again and then call' (police). This kind of thing is a real problem--neighbor nuisance--been there, though different circumstances, of course--excessive smoke coming into house, blasting outdoor music into (our) yard and interior of house, etc., but people/police are not that helpful typically in these situations. If it doesn't affect them directly, they tend not to care too much. You may have your work cut out for you! However, since this concerns a "senior," you may receive better help. GL, let us know.
