etc. is all the range with Democratic Socialists. What you are proposing sounds like what Bush proposed with Social Security privatization. You can opt in if you want. The difference with this is gave more control to citizens and less to govt, so the left went CCFCCP (coo coo for cocoa puffs).
The problem with this idea is once a govt program is started it never ends. This just sounds like a backdoor to start another never ending govt welfare program.
Why doesn't some capitalist just start a program like this on their own, sell gold, silver and bronze plans, depending on what you want covered. You pay into it to cover other people and then you request money when you need it. You will have like minded people to pay for your abortions or whatever you need while you pay for theirs. Isn't this truly socialized? You have willing people. This is how the Christian plans work. You make a monthly "donation" or "contribution" (which is what Bill Clinton called your Social Security tax).
Another problem with another govt program is more corruption.
