People who decline have no changes to existing coverage or lack thereof.

Think of it like the socialist communes in the 60s. The people who wanted to try to live that way separated themselves to a farm and had a shared lifestyle. People who chose not to join them were unaffected.

A nutshell version of my plan is this:
-- If you think single payer works and you want to try it, get together with like-minded individuals, pay the increased the taxes, and give it a shot.
-- If it works and it's significantly better than what we have now, other people will opt-in to join you. Success! If not, the program will fall apart and we'll know once and for all that it won't work and why.

I'm saying let the socialists get together and try their ideas on a small scale. If they work, we'll all be better for it. If they fail, no harm no foul. It's a small scale experiment with their own money. They're not taking the rest of the country down with them. They're the ones who wanted to try it. Why not give them that chance?
