THE PRESIDENT: Hello, everybody. Please be seated. Still getting used to that whole thing.(Laughter.) Please be seated. Thank you so much. I wanted to get everyone together on the first day to welcome you to the White House. (snip)  But the way to make a government responsible is not simply to enlist the services of responsible men and women, or to sign laws that ensure that they never stray. The way to make government responsible is to hold it accountable. And the way to make government accountable is make it transparent so that the American people can know exactly what decisions are being made, how they're being made, and whether their interests are being well served. The directives I am giving my administration today on how to interpret the Freedom of Information Act will do just that. For a long time now, there's been too much secrecy in this city. The old rules said that if there was a defensible argument for not disclosing something to the American people, then it should not be disclosed. That era is now over. Starting today, every agency and department should know that this administration stands on the side not of those who seek to withhold information but those who seek to make it known. To be sure, issues like personal privacy and national security must be treated with the care they demand. But the mere fact that you have the legal power to keep something secret does not mean you should always use it. The Freedom of Information Act is perhaps the most powerful instrument we have for making our government honest and transparent, and of holding it accountable. And I expect members of my administration not simply to live up to the letter but also the spirit of this law. I will also hold myself as President to a new standard of openness. Going forward, anytime the American people want to know something that I or a former President wants to withhold, we will have to consult with the Attorney General and the White House Counsel, whose business it is to ensure compliance with the rule of law. Information will not be withheld just because I say so. It will be withheld because a separate authority believes my request is well grounded in the Constitution.

Let me say it as simply as I can: Transparency and the rule of law will be the touchstones
of this presidency.

Our commitment to openness means more than simply informing the American people about how decisions are made. It means recognizing that government does not have all the answers, and that public officials need to draw on what citizens know. And that's why, as of today, I'm directing members of my administration to find new ways of tapping the knowledge and experience of ordinary Americans -- scientists and civic leaders, educators and entrepreneurs -- because the way to solve the problem of our time is -- the way to solve the problems of our time, as one nation, is by involving the American people in shaping the policies that affect their lives.  The executive orders and directives I'm issuing today will not by themselves make government as honest and transparent as it needs to be. And they do not go as far as we need to go towards restoring accountability and fiscal restraint in Washington. But these historic measures do mark the beginning of a new era of openness in our country. And I will, I hope, do something to make government trustworthy in the eyes of the American people in the days and weeks, months and years to come. That's a pretty good place to start. Thank you very much.

I think I should be free to place my focus on "transparency," just as others are welcome to focus on Obama, under a post entitled "Obama transparency." We are in an election year where there are 2 candidates running for the office of the presidency. All I did was provide a contrasting example of the lacking transparency of a major contender in that race. Another poster made the same choice by providing an instance more troubling than the missing tax returns by citing Romney's refusal to discuss his policy plans. Those observations will likely remain unaddressed while the cons try to tie President Obama to the whipping post alongside his beleaguered attorney general. Of course they are free to do so, just as their opponents are free to discuss transparency in the broader context of election year campaign politics.

Thank you for bringing "distraction" into the dialog. Let's go there for a moment.

The content of the "Obama transparency" post tries to apply a general statement about transparency to a specific situation involving the GOPs latest ploy to distract their attention from jobs and the economy and to ignore the interests of all Americans by transforming the House floor into a divisive, partisan lynch mob scene, as is apparent by the huge photo of Eric Holder emblazoned with the prominent "CONTEMPT" scarlet letter and the "second amendment congress constitution" annotation, revealing the true agenda behind the censure movement. No small part of this spectacle is the NRAs not-so-thinly-veiled personal vendetta against a public official they portray as public enemy number one, intent on attacking and decimating the gun-huggers' precious second amendment rights. THAT'S what major distraction looks like to me.

Now, let's talk transparency. All of this is allegedly being done in the name the American border patrol officer who died as a result of ATF gunwaking programs initiated by the previous administration in 2005 (Operation Gunrunner), which morphed into a national initiative a year later known as Operation Wide Receiver. The program soon spiralled out of control when guns walked out of survillance sight to become invisible once they entered Mexico. Naturally, no indictments were issued during Ws time, and it was not until 3 years later that the DOJ reviewed the Wide Receiver program.

The current probe completely ignores the role THAT phase of gunwalking programs played in the failure of the overall initiative, and its deadly consequences for the fallen border patrol officer. Issa is equally unconcerned about the role of William Newell, ATF's special agent who oversaw AZ field operations from 2006 until 2011. The failure of ATF to inform attorney generals under W and Obama is also of no issue to Issa.

Instead, he has honed in on creating a disclosure scandal aimed at Eric Holder, who actually put a stop to Fast and Furious, despite the fact that over 146,000 documents, including 7600 emails have been provided by the DOJ for review. There have been 11 hearings to date on this disingenuous so-called investigation. Issa and his ilk continue to demand disclosure of materials they know very well would require Holder to break the law should he release them.

Just last month, GOP leaders John Boehner, Eric Cantor and Kevin McCarthy tried to appeal to Issa to back off, to no avail. They have since reversed their positions, no doubt under pressure driven by the NRA's hysteria over the DOJs audacity to address such issues as the easy access to AK-47s at gun shows that do not require backgrond checks, that walk guns into the hands of criminal and mentally ill sociopaths on ths side of the border. Call me crazy, but I think we all deserve better than this from our elected officials.

The cowardly lynch mob approach Issa is using to disguise his underlying agenda is what REAL lack of transparency looks like, and the bozos on his committee and the fringers they represent are the ones who should be held in contempt.

Please be specific about WHAT truth he is searching for. Why is he not conducting a full investigation of the program's failures that span the past 7 years? How does abuse of power, reveling in public humiliation of the US attorney General and political grandstanding even some of his own constituents tried to stop just last month get him closer to that undefined truth you claim is missing?

The exact emails and documents that lays the blame directly at their feet, how can anyone possibly know what is in the emails. Contrary to those on this board with inflated self-worth and inflated omnipotent knowledge of all things political...no one can read another's mind or read documents or emails that refuse to be produced by the culprits. It is "undefined" because Holder refuses to cooperate, has lied under oath. Holder as incompetent as the Big O.

....nothing is more important than laying blame at Holder's feet regardless of what you do or do not know about the content of the rest of those documents. There were scores of others involved in this operation that can provide the same info they claim they are seeking....some of whom Issa is not alowing to testify. Why is that? What is Issa afraid of? Could it be he's justifiably paranoid about the political fallout once this charade is exposed when he loses control of the dialog?

BTW, if they try to take this beyond the current dog-and-pony show of congressional censure, he WILL lose that control and will no longer be able to suppress exculpatory testimony. The chairman of the oversight committee position is not NEARLY as powerful a he has deluded himself into believing it is, and it certainly does not trump due process or burden of proof criteria.

Five more banks being down graded, which always comes back to costing the taxpayers money. See here is where when the right claims that we "worship" Obama they fall flat. There are NOT ENOUGH regulations in my minds. Frank-Dodd did not go far enough and the GOP is trying to water down and Mitt wants to get rid of it all together.

The fact that JPMorgan’s loss — which Mr. Dimon has warned could “easily get worse” — is not enough to topple the bank, is not the point. What matters is that JPMorgan, like the nation’s other big banks, is still engaged in activities that can provoke catastrophic losses. If policy makers do not strengthen reform, then luck is the only thing preventing another meltdown.

Bank regulators should start by adopting a forceful Volcker Rule. Proposed by Paul Volcker, the former Federal Reserve chairman and included in the Dodd-Frank reform law, the rule would curtail risky and speculative trading with the banks’ own capital.

Banks hate the Volcker Rule, because less gambling means lower profits and lower bonuses for executives and traders. Mr. Dimon has been especially contemptuous, saying at one point that “Paul Volcker by his own admission has said he doesn’t understand capital markets. He has proven that to me.” Early versions of the restrictions have been ambiguous and toothless.

Dodd-Frank also calls for new rules on derivatives — including transparent trading and requirements for banks to back their trades with collateral and capital. If such rules were in place, JPMorgan’s trades could not have escaped notice by regulators and market participants. In the face of heavy lobbying, the derivatives’ rules have also been delayed or watered down.

There are now several bills in the House, with bipartisan support, to weaken the Dodd-Frank law on derivatives. One of those would let the banks avoid Dodd-Frank regulation by conducting derivatives deals through foreign subsidiaries. The JPMorgan loss was incurred in its London office, which doesn’t lessen the effect here.

Mitt Romney has called for repealing Dodd-Frank. That may win him Wall Street cash, but it is profoundly dangerous. President Obama and Congressional Democrats can take credit for Dodd-Frank, but they have not done enough to ensure that the rules are strong enough.

The force of Mr. Dimon’s critique of Dodd-Frank has rested on his personal reputation for smarts and on JPMorgan’s sheen of invincibility. His own admitted fallibility and the bank’s shocking stumble are the best argument in favor of strong regulation. Now politicians and regulators need to stand up to the banks.

It has been used by other Presidents in the past and it is apparently within the law to do so, or at least it must be or those who used in the past should have faced some kind of action for invoking it.

I was not pleased when the Bush administration used it and I am definitely not pleased the Obama administration is using it. Unless it puts someone's life in danger (undercover agent, CIA, FBI, National Security, etc) I believe the citizens of this country should expect answers to their questions. The law is what needs to be changed but until then whats good for the goose is good for the gander I suppose.

Think it will be determined that Obama is misusing - this priviledge in this case.nm
