"The president isn't telling the whole story when it comes to the government shutdown. The fact is that Washington Democrats have slammed the door on reopening the government by refusing to engage in bipartisan talks. And, as stories across the country highlight the devastating impact of Obamacare on families and small businesses, they continue to reject our calls for fairness for all Americans.

This is part of a larger pattern: the president's scorched-Earth policy of refusing to negotiate in bipartisan way on his health care law, current government funding, or the debt limit.

As of this morning, Senate Democrats, acting in concert with President Obama, have rejected four different proposals from the House of Representatives to keep the government running and fund basic services."

On Friday, September 20, 2013, the House of Representatives passed legislation to keep the government running – funding Medicare, Social Security, veterans benefits, and more – while removing funding for the president's health care law, which is driving up costs and hurting our economy.

The Democratic-controlled Senate rejected this measure.

On Saturday, September 28, 2013, the House passed another measure to keep the government running, delay the president's health care law for one year, and permanently repeal Obamacare's tax on pacemakers and children's hearing aids.

Senate Democrats rejected the measure on a party-line vote.

(The House also passed the Pay Our Military Act, which ensures our troops are paid during a government shutdown. Thankfully, that measure was adopted by the Senate and signed by President Obama.)

On Monday, September 30, 2013, the House passed yet another measure to keep the government running and ensure fairness for all Americans under the president's health care law. President Obama delayed the law's mandates on big businesses and insurance companies; this bill would delay the law for everyone.

The Senate rejected this measure too.

The House then passed another bill late on Monday requesting a formal conference committee with the Senate to come to an agreement on legislation that provides funding for the federal government and delays the president's health care law for all Americans. That is the system the Founding Fathers gave us to resolve differences between the House and Senate.

The Senate then opposed that measure as well, so Senate Democrats and President Obama got their government shutdown.

In the meantime, in just a few weeks, Congress must act to raise the debt limit to pay the tab for President Obama and Washington's out-of-control spending. There is no way Congress can or should pass such a bill without spending cuts and reforms to deal with the debt and deficit and help get our economy moving again. But President Obama refuses to even talk about negotiating such a bipartisan agreement.

For years, the president has said that in a divided government, no one gets 100% of what they want. But when will his words match his actions?

As for House Republicans, we will continue our efforts to keep the government running and deal honestly with the problems we face. We hope that Senate Democrats – and President Obama – change course and start working with us on behalf of the American people.

Of note, there is not a single proposal here that does not involve Obamacare. As long as Boehner, his treasonous minority and their defenders continue with this utter nonsense, the government will stay shut down. Boehner is the most culpable of any. If he allowed a vote this very minute on a clean CR, the measure would pass with large bipartisan support. There are only two simple basic job duties reps need to concern themselves with: (1) Pass the budget. (2) Pay the bills.

or improving the plan are not the same thing as repeal, defunding or even delay. The 42 "symbolic" repeal votes make it absolutely impossible for the republicans to claim there is any other credible objective, regardless of how many layers of deception they try to bury their agenda under.

This has nothing to do with who is asking for what, and this kind of diversionary rhetoric only serves to further reinforce perceptions of organized GOP obstructionism, strategic recalcitrance, and systemic incapacity to honor the constitutional, democratic process of free, fair and clean elections.

It's a read-our-lips moment. There will be NO negotiations on ACA or the debt ceiling during a government shutdown. Until Boehner resolves that circumstance by simply doing his job and allowing a CR vote that we all know will produce (gasp) a bipartisan passage, NOTHING else will happen.

Furthermore, OC faces only one fate for the next 3 years: Implementation. It will not be repealed, defunded, delayed or otherwise screwed in any form or fashion by the minority party. Again, the only hope they have of ever accomplishing that is to figure out how to win majority representation in the White House and Congress.

In fact, even if they maintain House majority and gain the upper hand in the Senate in 2014, it is still not going to happen. The president will veto any such nonsense and the GOP will never be able to override that action. It is an exercise in futility.

By the time the 2016 campaign rolls around, OC will have been in effect for at least two years. Have fun trying to take medical insurance away from tens, if not hundreds of millions of Americans.

These are specific amendments via executive fiat granting exemptions to the White House staff, Congress members and their staffs and other federal employees; delaying the Big Business employer mandate; and exempting unions from the "Cadillac" tax until 2018. These all change the law in big ways, mostly because they appear to be political pay-offs to those that got him elected, but also in the amount money that would have been brought in. Heaven forbid congress and businesses and unions should be treated like the rest of us peons!

I'm more than happy to let OC ride - I fully believe it's going to fold in on it's own. I just think everyone should be treated equally - take back all the exemptions and delays. If it's going to be implemented, do it - but do it for everyone in the same way.

The Supreme Court, however, put a stop to this in 1952 when they were faced with the case Youngstown Sheet & Tube Co. vs Sawyer. In this case, the Supreme Court ruled Harry Truman’s Executive Order 10340 which put all steel mills in the country under federal government control. The Supreme Court called this executive order invalid because it attempted to make law, which was the job of the legislative branch (Senate and House of Representatives). Since then executive orders pertaining to laws were only allowed to be carried out when they are used to clarify or act to further a law put forth by the Congress or the Constitution.

Presidents have been accused a number of times of abusing executive orders. The most common abuse is when the president uses them to make or change laws without the approval of Congress

I looked for any EO pertaining to the ACA and FOUND NONE in the 163 EOs Obama made since 2009. Would you like to try and find them? If not, then I will ask you how this president can change laws without approval of Congress?


He has granted over 1200 waivers since the law passed including abandoning the CLASS Act and the recent delay for the employer mandate. None of these waivers or delays were in the original law. So, if Obama can change it, surely Congress can delay it for a year since they are the only ones who are ALLOWED to make or change the law.


If the President is allowed to keep doing government business "my way or the highway" or "I will not negotiate," that is almost the same thing as stating, "I am your dictator. You must follow my rules and laws or else...."

Monday, the pubs stayed to try and make this all work. Dems went home and decided to come back later. The biggest problem is the debt ceiling. Sure, let us keep on spending money we do not have.

As far as I am concerned, I see civil unrest coming. The polls show most Americans do not want Obamacare. Dems had the audacity to blame the pubs and the news media go along with it. The pubs have done nothing but give in to what the Dems want. Dems have to HAVE IT ALL THEIR WAY or pubs might as well hit the highway. Well then, I THINK THE PUBS SHOULD JUST PACK UP THEIR OFFICES AND LEAVE THE GOVERNMENT, just walk out. Go on strike if you will. That way the Dems can HAVE IT ALL THEIR WAY, but I bet they still would not be happy.

I strongly believe Obama is in the government along with Federal Reserves doing nothing but manipulating and trying to take power from within the government to DESTROY THE GOVERNMENT. What a better way to do it by being within the government. I will never believe Obama is a US born citizen and I strongly believe he is for the Muslim Brotherhood.

I see civil unrest coming to a city near you. I have never in my life heard all the name calling and Dems saying THEY DID THIS AND THEY DID THAT! I thought it was supposed to be WE THE GOVERNMENT decided on this and that. Both pubs and dems are acting like a bunch of family feuding going on like sibling rivalry. It is disgusting. Never in all my 60 years have I ever heard government name calling and such bad behavior that it is disgusting. The government just has way too much power. If you all like government power, then go to the other countries that have it. This is America, but I guess America is gone and we have to act like England, Russia, China, etc.

No, what I said is this is a budget measure, not a stage for an TP insurrection. The solution is so simple, constitutional, democratic and painless. Boehner needs to allow the clean CR vote to proceed. It will pass with bipartisan support and the government can reopen, which is as it should be.

On the first day of enrollment for ObamaCare, technical glitches on federal and numerous state-run insurance exchanges are delaying and turning away Americans.

The following is a round-up of the day-long reports of problems.

Oct. 1:

Washington: “Connection Refused”

The state-run exchange in Washington state was not on the national radar for potential problems in recent days, but the site experienced hiccups on Tuesday and was still down by midday.

Visitors were greeted with the words “Connection Refused” on an otherwise blank, white screen.

Oregon: Anticipated glitches materialized

Oregon, which has one of country’s 16 state-based exchanges, warned residents that anything might happen Tuesday on the site and that they would need the assistance of an insurance agent or other third-party to enroll over the next several weeks.

Sure enough, site visitors on Tuesday were told: “Online enrollment is coming soon! Sign up to receive an email notification when it's available.”

However, officials’ worst-case scenario that the site could “crash and burn” and they would have to close it down did not happen.

Maryland: Four-hour delay

Maryland, which also has a state-run exchange, had technical problems, too, causing a roughly four-hour delay.

Like the federal government, Maryland had already delayed enrollment for small businesses. The new projected start date is early January, delaying coverage until March at the earliest, according to The Washington Post.

National: ObamaCare exchange site opens with error messages

Many visitors to the official website for the federally run ObamaCare insurance exchanges were met Tuesday morning with an error message. The site was apparently overloaded with traffic but went live after about 11:30 a.m.

"We have a lot of visitors on our site right now and we're working to make your experience here better. Please wait here until we send you to the login page. Thanks for your patience!" read a website message.

By mid-morning, the healthcare.gov site declared "the system is down at the moment," and directed would-be participants to contact a call center if they need help immediately.

Thirty four states are either using the federal site or have a state-federal partnership.

Sept. 30:

Rhode Island: State site still needs adjustments

Christine Ferguson, director of Rhode Island's site, recently told reporters that people are working around the clock to meet the Oct. 1. deadline. But she also acknowledged, “As this unveils, it is going to be very clear that everything can't be done on a computer.” Ferguson predicted the system would get “a lot more user-friendly” over the next several months.

Washington, D.C., Nevada: Delay in launch of Spanish-language site

The Obama administration tried Thursday to portray its delay of small business’s online access as a positive development, saying officials thought that “taking a little bit of additional time” was in the best interest of the business owners. But the administration also announced the launch of the Spanish-language version of the federal insurance exchange would be delayed until late October.

Meanwhile, administration and state officials point out that the millions of Americans who want coverage through the federally subsidized Patient Protection and Affordable Care Act can still enroll by phone, mail or third party.

In Nevada, the state-based site also will delay the start of its Spanish-language version. Many of the roughly 600,000 Nevada residents without insurance are Hispanic, but the start of the Spanish version of the Silver State Exchange could be delayed until as late as Nov. 15.

Oregon: Third-party needed to enroll

Oregon -- among the 16 state-based marketplaces or “exchanges” – is requiring residents to use an insurance agent or community group to enroll online through at least mid-October.

“I have no idea what this thing’s going to look like Oct. 1,” Rocky King, the exchanges executive director, said last week, according to The New York Times. “We could crash and burn and have to close it down.”

District of Columbia: Software glitch reported

The District, also running its own exchange, revealed last week that a glitch in its exchange software as it tries to calculate insurance-premium costs when factoring in tax credits, or subsidies, for lower-income customers. Officials also said the site still cannot determine who would be eligible for Medicaid, which about half of U.S. states are expanding under ObamaCare.

Colorado: Problems calculating subsidies

The state-based, online exchange -- Connect For Health Colorado -- will be live Tuesday for the roughly 700,000 residents without health insurance, but it also will not be fully operational because of problems calculating the subsidies. Customers can still get the subsidies, but not without calling for assistance for at least the first month.

A spokesman for the exchange said the state has hired 180 people to man a call center to help insurance shoppers.

The administration had already given some businesses – those with more than 50 full-time employees – the option to delay coverage.

In June, the White House announced it was delaying the so-called “employer mandate” that requires such companies to provide health insurance or pay a penalty. The one-year delay, officials said, was to give employers more time to prepare.

Obamacare enrollment stymied by exchange glitches

Maryland residents couldn't sign up for Obamacare on Tuesday morning. Many exchanges were having technical issues.

Many consumers looking to sign up for Obamacare health coverage weren't making it very far Tuesday morning.

Enrollment in the Obamacare exchanges has begun, with the federal and most state exchange sites unveiling their "Get Started" buttons. But widespread technical glitches plagued the exchanges.

Some New Yorkers, for instance, received an "internal server error" when they tried to sign up. By mid-afternoon, there were 7.5 million visits to the site, a state Health Department spokesman said. Technicians were working to reconfigure the system to address slow wait times or error messages, while the state call center helped people enroll over the phone.

"With a website providing so much data to so many people, we are working through these growing pains and are confident users will have better access to the site shortly," the spokesman said.

The sign-up site was functioning in the late afternoon.

Maryland residents were directed to a consumer information update that said both its website and call center were experiencing "connectivity problems." In the late afternoon, residents were still have trouble getting on the site.

And those going to the federal exchange site, which is handling enrollment for 36 states that didn't fully establish their own exchanges are greeted with this message:

"Health Insurance Marketplace: Please wait. We have a lot of visitors on our site right now and we're working to make your experience here better. Please wait here until we send you to the login page. Thanks for your patience!"

Federal officials said the site is experiencing higher-than-expected volume and problems are being addressed. Since midnight, 2.8 million people visited HealthCare.gov and 81,000 called the federal portal's call center. Some 60,000 requested live chats. Wait times were getting shorter as the day progressed, officials said, with sign up information appearing a few minutes after the initial message.

"We'll be speeding things up in the next few hours to handle all this demand," President Obama said Tuesday afternoon.

Officials, however, declined to say how many people had actually enrolled in plans through healthcare.gov on Tuesday.

In Kentucky, problems plagued the exchange site until mid-afternoon, but more than 1,200 people had purchased policies or enrolled in Medicaid, according to Gwenda Bond, spokeswoman for the Cabinet for Health and Family Services.

CNNMoney readers from New York, Pennsylvania, Connecticut and California reported problems signing in or completing the application in the morning. One Twitter user from Pennsylvania said that he was first told he couldn't sign up using an iPad. Then he was told to come back later and then was told he had given duplicate answers to questions.

"TRY AGAIN," he tweeted.

Terry O'Neal, a writer and Ph.D. student in California, resorted to dialing her state's call center Tuesday morning after being unable to sign up online. After she waited on hold for an hour, a representative took down her information and filled out a paper application. O'Neal used the site's Shop and Compare link to decide on a Kaiser Permanente plan.

California's site Tuesday morning said in English and Spanish: "Due to the success of the Covered California Marketplace we are experiencing higher than expected users. To make sure everyone has a great experience while on the site, we need you to come back in a little bit. We're sorry for the inconvenience and we look forward to your return in a few hours." In the afternoon, it was still not allowing people to register.

The state exchange experienced very high traffic when it opened Tuesday morning, said Larry Hicks, a spokesman for Covered California. Enrollees were funneled to the call center, which by 9:30 a.m. Pacific time had already answered 6,560 calls and had another 1,200 people waiting.

"There's a lot of excitement and anxiousness about getting information and enrolling. From our point of view, that's a good thing," said Hicks. "The wait time, not so much, but we're hoping things will smooth out in days ahead."

At the Community Financial Center at the Highland Mall in north Austin, Texas, volunteers could not access the federal exchange portal to help consumers sign up for coverage.

As recent as yesterday, I heard how many of them state the Republicans want to defund Obamacare. Right now, the Republicans are trying to get the government up and running. Defunding Obamacare isn't even a part of it.

One thing that is astonishing is that more moderate Republicans (more than the handful who voted against their party's extremist tactics yesterday) aren't finally ready to say "enough is enough" to the fringe elements driving their party into the ground.

What is more astonishing is that people can twist logic into such gnarly shapes as to blame the victims of blackmail for the consequences of not giving in to the blackmailer's demands. ACA is the law. Further, it has been upheld by the highest court of the land. It is a a piece of landmark legislation for this President, who fought long and hard for it and was finally successful only after much compromise. There is absolutely no chance of repealing it or destroying it for at least the remainder of Mr. Obama's term since this would require a 2/3 majority of the Senate to override the President's veto. For those Republicans too hysterical or dimwitted to figure this out, their own Sen. John McCain spelled it out for them. GOP Rep. Peter King of New York is fed up with his party's lunatic fringe. "They live in these narrow echo chambers. They listen to themselves and their tea party friends. That keeps them going, forgetting that the rest of the country thinks we're crazy."

That's funny - if only the senate had followed that line of reasoning in the four years before this one. Speaking of following the law (which they now seem so stuck on), it is "the law of the land" that congress shall pass a budget every year. Seems congress can be fast and loose with the laws when it suits them.

I know there will be people that will benefit from this law, but I'm not sure it will outweigh the loss of jobs, pay, and benefits that others will have to go through. Unfortunately now we'll just have to wait and see.

I checked out the exchanges today and found that if I signed up for me and my family, we'd be paying roughly $300 more per month that we do now and we're not eligible for a subsidy (why I'm not sure - we don't make anywhere close to $95K a year!). We'll stick with what we've got, but I've already received a letter from them stating that my policy may not be "approved" as of next year. Sigh.

Husband was paying $600 a month for a family of 3 and now it is $1200 a month. Nothing else has changed, just losing income each month. His pay went down $700 a month and all due to healthcare. None of us have seen a doctor in 2 years. We are very healthy.

I will just say that 1500 deductible is excellent compared to what most people have for family coverage. I have also found that with many things you have done, the deductible does not apply.

to post this article I found (found similar article from different sources). When I was looking at the plan you mentioned, it said it was in these states. As I mentioned previously, you had a very rare plan and it seems most are not seeing what you saw. Again, I am sorry about what happened to you, but it does seem most are benefiting from Obamacare. It seems to me, and I'm sure much of the world, that everything has been put on hold while they fight a fight that they can't win. And why? Because they're afraid it won't work?
