The federal campaign law experts have stated that ducks on the ground are clearly public communications under the purpose of law. Now, someone might go down to the law library and discover that the US Code only has 52 titles, but what you're talking about there is just the words on paper.

The law is about so much more than what's written on paper, and this, in every practical sense, is Title 53 of the United States Code, or what's known as the Clinton Statute.
