"It's very possible these officers recognized Floyd was under the influence of something by the way he was behaving."

The officers may have believed and recognized many things. I don't think that matters. What matters is what they did and if it is deemed excessive. Maybe it was excessive, maybe it wasn't. Floyd was intoxicated on fentanyl, he could have died unable to breathe in his car with no cops involved.

"BUT, the man was also complaining of not being able to breathe. Somehow he ended up restrained face down on the ground while still handcuffed and stating he couldn't breathe."

Yes. He complained of not being able to breathe while he was standing, while he was resisting being put in the car, while he was repeatedly going limp and obstructing arrest.

Not "somehow" he repeatedly fell down to avoid arrest.

How many people routinely complain of not being able to breathe when they are handcuffed? How many of those people are not in any actual distress?

"He was no longer a threat to the officers in this position on the ground."

No. He was still a threat to himself and others. The other officer was worried about "excited delirium or whatever." Look it up. It's a state of violence, hallucination, unexpected strength, and very high body temperature. People have broken their arms in handcuffs and tried to run head first through a brick wall in this state. It's very dangerous. If the cops were worried about this, which they were, it would have been irresponsible to back off and let it happen.

"Why did Chauvin decide to continue doubling down on the force of restraint rather than calling for paramedic assistance to render aid for this man's breathing difficulty? There were already 2 officers holding Floyd down and he was no longer resisting them, but still stating he couldn't breathe."

Read up on excited delirium. I've read accounts where it was 6 officers vs. one guy and the officers were losing. They could have been waiting for more backup. The complaint doesn't say when they called an ambulance, just when it arrived.

"Why did Chauvin decide that his full body weight upon Floyd's neck for over 8 minutes..."

Stop. You don't know that Chauvin's full body weight was on Floyd's neck at any time. There's no evidence of that and no "physical findings of traumatic asphyxiation or strangulation" according to the coroner.

There are 2 carotid arteries Chauvin could have only put pressure on one side with his knee. He'd have to be squeezing Floyd's neck on both sides to stop blood flow to his brain. We know from the video this didn't happen.
