after WWII. My father worked in the shipyards during the war and when the war was over he couldn't find a job. If not for welfare we probably would have starved. Are there welfare cheats - of course. Any program has it's abuses but welfare abuse does not add up to the amount of money say of Medicare abuse which is perpetrated by doctors, hospitals and corporations. If you feed ten families and one of them could be working would you starve the other 9?
