There are two things that would make that sort of stand deadly for Republicans:
1. The Republicans started House and Senate Committees to investigate 2016. If they found anything rising to the level of treason they would have to move forward to expose it. If they don't, Dems on the committee or Dem staffers would leak it. (As they have been.)
2. If Mueller went public with evidence of treason and Congressional Republicans didn't do anything about it, they'd be voted out in the midterms. Then the Dems would impeach Trump.
A Representative Republic means that the majorities in each State and Congressional District send representatives to Congress. It doesn't mean a majority of the total population makes the rules.
