If Mueller had evidence that showed Trump working for Putin all he needs to do is go to Congress. Congress will impeach Trump. Pence takes over. They can release the evidence to the public afterwards.

Again, we're talking about the greatest possible national security issue. The President controlled by a foreign power. If that's really happening, no one is acting that way.

Dems are screaming about it like it's happening, but no one in government seems to be the least bit concerned.

One reason for Mueller to wait for an airtight case is if he doesn't have the evidence for an impeachment-level or traitorous offense.

Another reason for Mueller to act the way he is, he found no collusion and knows there isn't any. Now he's justifying the investigation and trying to get as many guilty pleas as possible. Mueller knows as soon as he admits no collusion he's done and back into retirement.
