To call these collusion by Trump you'd need to prove that he knew about it at the time and that he encouraged it or at least looked the other way. No proof of that has come out publicly.
There is proof that Obama and the heads of the intel agencies (Comey, Clapper, Brennan, and possibly Lynch) knew about it and did nothing. If you want to call Russian meddling collusion, then you have to blame Obama.
