See if they can help you find resources in your state/city. That's the best thing you can do. Local resources will help the most.

It doesn't sound like they're in total denial. Is it safe to assume that they called Children's Hospital? They wouldn't know there's a waiting list unless they'd called, right? When is her next yearly checkup? Her pediatrician will likely notice something then. Did she have her 3-year visit already? It seems the pediatrician should already be on it, since she's not talking by 3 and showing repetitive behaviors.

Still, there is a range and at 3 she's not outside the boundary for late talking or other non-autism developmental delays.

Even if they get her evaluated they probably won't get a definite diagnosis for a few years. The people doing the evaluation won't want to call it autism this early. Instead, they'll identify her delays and start working to correct those. There are communication therapies (PECS and AAC --Augmentive and Alternative Communication-- apps for iOS/Android) that they can use to help her communicate.

Hope this helps. Our son is autistic and he's 21 now. I won't share our experiences (too many to count and nothing you'd want to hear anyway). I will say this, even if she does have autism it's not the end of the world. It's very treatable and she's "in there." You'll see her personality and she can communicate. She just needs to be taught how.
