in the short time I listened to it was that even though he would not bring charges against Hillary, he was asked if someone did the same thing in his department would he bring charges and he said, he could not, but he said that isn't to say that there wouldn't be consequences of their actions, and it would be up to the people of the United States to determine the consequences of Hillary's actions. I believe he was saying that there should be consequences - and not electing her president would probably be one of them.
