Democrats push bank controls; GOP delays action

WASHINGTON – Undaunted by a Senate setback, Democrats appeared increasingly confident Monday they will be able to take advantage of Americans' anger at Wall Street and push through the most sweeping new controls on financial institutions since the Great Depression.

The Senate, in a 57-41 vote, failed to get the 60 supporters needed to proceed on the regulatory overhaul. One Democrat, Sen. Ben Nelson of Nebraska, joined with the Republicans.

But the evening vote was just part of a legislative ballet keeping bipartisan talks alive. At the end, Senate Majority Leader Harry Reid switched his vote to "no," too, but that was just a maneuver that will enable him to call for a new tally as early as Tuesday.

Democrats believe that public pressure and the scent of a Wall Street scandal have given them the upper hand. Republicans themselves have taken up the Democrats Wall Street-bashing rhetoric and have voiced hope that a bill will ultimately pass. In that light, the path to final approval seems clearer than it ever did during the contentious debate over health care.

The financial overhaul bill is a priority of President Barack Obama and, after health care, its passage would build on his legislative successes — an important political consideration in an election year. The House has already passed its version of new bank regulations.

Less than an hour before the scheduled vote, the White House issued its official endorsement of the bill, saying Obama would oppose adding any loopholes.

The vote Monday and Tuesday that failed was for CLOTURE. Maybe I'm reading this wrong, but cloture means to end a debate and vote immediately on the bill. Yet Sen. Dodd argued for everyone to vote 'yes' for debating this bill. Huh? With cloture, you don't debate. You push the bill to final vote without any additions.

The dems are stating the pubs have nothing to offer. The pubs are saying this bill doesn't go far enough to keep this kind of shenanigans from happening again. Who's right? I've read part of the bill, but as usual, it's so many pages, it takes a while to sort through it.

I AM surprised there is only 1 amendment to this bill so far, by a dem, which is unknown because it wasn't brought into debate/voted on yet. It makes me curious as to why.

debate on the issue, just like they block everything else.  (My two above posts illustrate two other issues they have blocked, except now they're willing to debate the issues with Wall Street.)


I'm glad they went back to the old fillibuster rules, where if you're going to filibuster, then you're going to STAY there 24/7 and do so.  No more of this being able to go home and about your business as you gridlock Congress.  Now maybe we can get something done in Congress!!

The votes Mon, Tue and today were not for cloture. They were votes simply to bring the bill to floor for DEBATE!! Which is what the Senate is supposed to do. The republicans do not even want to discuss Wall Street reforms (I wonder why?). A vote for cloture comes at the end of debate (to close debate). The republicans finally released a summary of their bill yesterday (www.washingtonindependent.com).
