Fifteen years ago Fauci knew about - using HCQ against SARS/covid

A study was published in "Virology Journal" in August 2005.  It was titled "Chloroquine is a potent inhibitor of SARS coronavirus infection and spread."  "Virology" is an official publication of the NCBI/National Library of Medicine/the NIH.  This study makes one wonder what motivated Fauci's  more recent statements about hydroxychoroquine.  
The researchers concluded that chloroquine is works for preventing the spread of SARS/CoV in cell culture.  Virus-spread was inhibited when cells were treated before and after exposture.
Is anyone even remotely curious about Fauci's alleging that efficacy of HCQ is "anecdotal?" If you still think he's on the up and up, the NIH 2005 study was after the 2003 SARS outbreak as part of developing a vaccine.  Fauci works at NIH.  He's been there for nearly 40 years.  Are we to believe he knew nothing of this study, or that the revelation about HCQ was a"new information?"
