All Native American reservations come under the control of the reservation police. No outside law enforcement can arrest anyone on the reservation for crimes COMMITTED on the reservation. It's always been that way. This rapist is a registered Seminole Indian who committed rape on the reservation so the reservation police are the only ones that should have been involved. They have their own courts and mete out their own justice.
If he were to a crime outside the reservation, then the "regular" police can intervene, arrest him and put him on trial.
Nothing has changed since day one when this reservation was created.
