rolled over on this. If owners of restaurants and bars had been left to make their own policy the market would have determined the outcome. If a non-smoker bar does brisk business and a smoker bar doesn't, that's an indicator--and vice-versa. Either way the city/county/state gets its cut.

Personally I'd rather rent to someone who smokes than someone with children. I've done both. Washing walls and windows with vinegar and washing soda was decidedly easier and less expensive than repairing holes in/scraping stickers from walls that their little darlings had left.
