No, he made a hasty decision, and then was foolish enough to announce that he was doing it by Tweet, giving Turkey the green light to invade. You just don't do foreign policy that way, just like you don't run a shadow investigation in Ukraine run by civilians when we already had a foreign policy there. Why did he need to have a second channel open. Because he didn't want anyone to know what he was doing because they (the Secretary of State) would have told him it wasn't a good idea. The man is a menace.
