A more clear meaning: In that we need a militia to secure our freedom, it is the right of the people to preserve that freedom.
If the militia decided to take freedom away, who would stop them? That's right, THE PEOPLE.
A little historical reference: Semi-automatic rifles, AKA self loading rifles, have been around longer than our constitution. Machine guns were around in the 1760s, that is more than a decade before the constitution. Cannons were common even for individuals to own. All were available to individuals, for the right price, no registration needed. Hunting was a way of life; if you didn't hunt, you didn't eat.
