States don't have rights, they have powers.
The Second Amendment does indeed protect an individual right. A militia is a citizen army, not professional military.
So there are two clauses of the Second Amendment, the first refers to a "militia" and the second refers to "the people," cannot be separated and interpreted independently. It is very difficult to assemble a militia from people who have been disarmed.
