They refused the federal aid they were offered to create jobs for American workers and decided instead to give their contracts to the Chinese companies at a cheaper rate without giving American companies employing American workers a chance to even negotiate. I want to learn more about this as this is the first I have heard about it. I want to know which cities, which states, and why. I hope this is all not politically motivated but it looks like it will be another Obama blame game. Why do you think all the funds available were not spent? I think this might give you a clue. Someone(s) have a vested interest in seeing America's recovery fail.

The speculation about what else lies under the generic profit motive is perfectly plausible after hearing Mitch McConnell declare the "single most important thing we want to achieve is for President Obama to be a one-term president." I take him at his word. Don't you? After all, GOP/TP inaction from the moment they took office pretty much underscores that statement's credibility. With this as a given, and with ALEC orchestration of state legislative agendas, anything is possible.

"California decided not to apply for federal funding for the project because the Buy America provisos would probably have required purchasing more expensive steel and fabrication from United States manufacturers."
Yeah, buddy. Their bottom line consideration was to low-ball cost no matter what:
"Pan Zhongwang, a 55-year-old steel polisher, is a typical Zhenhua worker. He arrives at 7 a.m. and leaves at 11 p.m., often working seven days a week. He lives in a company dorm and earns about $12 a day....It used to be $9 a day, now it’s $12.” You heard that right. 112-hour/7-day work weeks, first for $9 per DAY (not per hour), then a whopping raise up to $12/day. After a little number crunching, we have a raise from 56.25 CENTS/hr to 75 CENTS/hr.
Not only can you not lay this at Obama's feet, you cannot even blame a local dem. Initial contract bids were closed back in 2006, under The Arnold's watch:
"A joint venture between two American companies, American Bridge and Fluor Enterprises, won the prime contract for the project in early 2006. Their bid specified getting much of the fabricated steel from overseas, to save money."
So there you have it. It's not naive to believe the facts.

About 2 hours of searching Snopes' site on political issues reveals that, their articles reflect a disturbingly left tilt, while frequently distorting or eliminating contradictory information.
For example, Snopes has a puzzling article on "Obama's 50 Lies." The authors proceed to list 50 innocuous and rather obscure charges, none of which I have ever heard. They then set about debunking most of the benign non-issues. But, try to fact find something relevant such as Mr. Obama's broken promise of healthcare transparency and you will get, "Sorry, no matches were found."
Mr. Obama and those in his adminstration made several references to his desire to eliminate both employer insurance and private insurers. If true, these are serious agenda items with massive consequences. After numerous searches, Snopes repeatedly responded with "Sorry, no matches." Originally, founder Walter Annenberg was a conservative Reagan backing Republican. The family's views have changed dramatically over the years, which may or may not seep into the site's reporting.
