Planned Parenthood Defunded In New Hampshire

Until July 1, a low-income New Hampshire woman paid an average of $5 to fill a birth control pill prescription at any of the state's six Planned Parenthood clinics. She might have even gotten the birth control for free, depending on her poverty level.

But since the New Hampshire Executive Council voted to cancel the state's contract with Planned Parenthood, a woman now has to pay anywhere from $40 to over $100 for birth control pills at a regular pharmacy.

The Council, a constitutionally empowered group of elected officials, rejected up to $1.8 million in state funding for the family planning-provider -- about 20 percent of its total annual funding -- and stripped its authority to dispense low-cost birth control and antibiotics to uninsured patients.

"We can't even provide patients with antibiotics for urinary tract infections or STDs anymore," said Jennifer Frizzell, a spokesperson for Planned Parenthood of Northern New England. She said Planned Parenthood has had to turn away 20 to 30 patients a day who are showing up to refill their prescriptions.

"We have to send them away with a prescription knowing that without insurance, they have to pay the full cost of that at a local pharmacy, and many patients have told us they're not gonna have the money in their budget to afford to fill those prescriptions."
New Hampshire lawmakers rejected multiple attempts to defund Planned Parenthood during the 2011 legislative session, voting repeatedly in favor of continuing to fund PPNNE using the state's federal family planning money. But the Executive Council, which oversees state contracting and generally stays out of hot-button political issues, overturned the decisions of both the state legislature and the Department of Health and Human Services with its 3-2 vote against Planned Parenthood.

When I was in high school and college, a very large percentage of my friends received BCP through the local family planning service. It prevented a lot of young girls and women from becoming parents before they were ready.

If you don't think there is that much use, here is a statistic for you: In 2006, approximately 4.7 million women received health care services at Title X family planning health centers. If education or other means of birth control were not implemented, how many abortions would have been performed and much would it have cost to support an unintended, perhaps high-risk pregnancies?

I think anyone who has been on a family planning program for counseling, antibiotics for a UTI, or birth control pills should contact their legislators and let them know how your life might have been changed if it weren't for reproductive health services.

We, as women, need to fight back!

I totally DISAGREE regarding the birth control pills. If someone doesn't have insurance and can't afford to buy birth control pills, then don't put yourself in that situation and take the chance, doesn't matter if you are a young teenager or not. Don't blame the state you live in for not providing "FREE" birth control. OMG!!!

That's what she's talking about. Look into it. I have found some of the most gentle and caring nurse practitioners at Planned Parenthood, at a time in my life when I didn't have health insurance and felt very poor and worthless. I have absolutely no problem with my tax dollars going to this organization, now that I'm more financially secure, and I also send them a monthly donation.

Here's hoping you never get fired, laid off, downsized, outsourced or replaced by a robot or technology, face long-term unemployment or lose a household wage earner. Better hope you or a family member never develops a chronic health problem, has an accident, becomes disabled or has a child with a birth defect or catastrophic illness and that your home never burns to the ground, or is blown away by a tornado or hurricane. Life happens, not always according to plan, and you are not immune. With an attitude like that, better do your very best never to need help from anyone at anytime ever, ever, ever. I guess you think only people with money deserve health care.

I wonder if you pay full price or a copay for your medical care and medications? If for whatever reason you lost your insurance, could you? Would you?

Oh Lord! You (along with some others) are totally missing my point. I don't have a problem with people getting help with meds, insurance, etc. I have family members who struggle with health coverage and need help. My point is that I have a problem with people who expect free "BIRTH CONTROL PILLS"!!! I don't know why this is so hard to interpret or understand what I am saying.

The wildly unrealistic notion of abstinence only (for married and single folks) yields higher success rates when used in tandem with the rhythm method, IUDs, condoms, spermicides and vasectomies, not to mention access to comprehensive family planning educational services.

Effective BC reduces the numbers of abortions while a precipitous increase in unwanted pregnancies will increase the demand for affordable abortion services. Whether you approve or not, women have been getting abortions since the dawn of time. Back alleys, here we come. Oh how I long for the good ole days before Roe vs Wade, when women sought pregnancy termination via back-door unlicensed and lay practitioners, leaving the country with the assistance of "abortion ring" providers (middlemen who charged a fee), or some of the tried and true alternate methods:

If you take any religious beliefs out of it, pregnancy is a medical condition/diagnosis. Birth control pills, IUD, tubal ligation, etc., are preventative measures to avoid a potential medical condition, so I don't understand the outrage about providing low cost/no cost preventative care. Do you feel the same way about empiric/prophylactic antibiotic treatment? How about vaccinations? Preventative care saves LOTS of money in the long run. Or are you trying to suggest that only people above a certain income level should be having sex? Can't afford it... don't do it? Really?

There's a certain stereotype regarding Planned Parenthood patients that, quite frankly, I'm getting tired of. Not all the women (and men) who are patients there are young, on welfare, illegal immigrants, unmarried, lazy, sleep around, looking to get an abortion, etc., etc. They are past their teenage years, employed, American citizens who can't afford healthcare... including preventative care. So, I guess I'm still trying to figure out the OMG!!! above.

Don't some teens get condoms in high school? The schools in my town don't hand them out (yet) but I hear that others do. Those would have to paid by taxpayers, but I don't have a problem with it as long as the teens are educated about STDs, HIV, pregnancy, etc.

Is your frustration more over a sense of entitlement some may have? I understand that. I am just as frustrated over the fact that there are full-time employees of extremely profitable companies whose wages are so low that they cannot afford decent healthcare, they cannot afford insurance through their companies because the price is too high, or the insurance is downright crappy and they can't afford the out-of-pocket expenses/prescriptions/co-pays. Why should the taxpayers have to foot the bill for greedy companies? It's infuriating.

I guess my point is whether it's a mooching individual or a mooching company, the benefits outweigh the costs here. We can either help that mooch by providing low-cost effective birth control or pay substantially more when that same person winds up pregnant down the road. Also, in this case, I think the "expecting" factor doesn't come into play much (and I also think that's another common misconception regarding PP patients). People who are seeking family planning services are actually acting very responsibly and taking control over their lives, which is something that shouldn't be an exclusive right depending on income level. Most are very appreciative of the help, don't expect anything, and are there out of necessity rather than a sense of entitlement.

I wasn't raised to accept hand-outs, and I felt like I was taking resources away from needier women, but I reasoned that my getting low-cost exams and low-cost BC was easier on the social service system than if DH and I had gotten pregnant and needed Medicaid and WIC to raise a child. I would have had to quit both of my jobs to raise the baby, and DH would have had to quit grad school and go back to work, and we still wouldn't have been able to make it without other forms of help. So PP was a blessing for us, and I never forget it.

were so glad to have a PP in our town years ago. I left a great job w/benefits to move out of state with DH so he could go to grad school. The best job I could get had no benefits, and so we utilized PP for birth control and healthcare screening. I got 6 months worth of pills for $20, enough to keep us protected from pregnancy until I could find a job with benefits. Once we got back on our feet, I joined an "Adopt-A-Picketer" program and paid a small amount every time a particular picketer was seen picketing PP. The latter I did mostly b/c you could see where the clinic I went to had been vandalized and I was angry that even a married woman couldn't get low-cost birth control without fearing for her life; I could have just sent a check so they could continue to help out married women like myself.
