How is this not sanctioned slavery?

Charging people for their own imprisonment and connecting their parole to their ability to repay the debt just sends chills up my spine. Won't this encourage more laws and more people being sent to prison? If you remove the public financial burden of imprisoning people then you are removing a main motivation to prevent crime. You are creating debt slaves.
