I would encourage people to check with their local library even if they do not already have a card. Some library consortia are issuing limited use (i.e., 90-day) cards that allow access to their digital collections like Hoopla. Where I live, at least, fees are being waived if you live in an unincorporated area and would normally have to pay for a library card.
I would also strongly encourage people to check with their cell phone and cable providers (really any utility) to see what they are offering in terms of additional free or low-cost services and how much (if any) wiggle room you will be allowed for your normal bill payment. I know both Comcast and Verizon have this type of information posted on their websites.
