I agree Obama that started from a different place than Trump did. But there wasn't much of a difference, economically speaking, between 2014-2016 and when Trump took over in 2017. The two men had very different views of the world and very different policies, but Obama's ending situation and Trump's starting situation were identical.
Trump chose to enact his own policies and growth expanded. Trump's other choice was to maintain Obama's policies. Had he done that, it's likely that growth would have continued in the same anemic way that it did under Obama.
Who gets credit for that? I would give it to Trump, based on the fact that Obama didn't think Trump's policies would work (as evidenced by the fact that he mocked Trump's policies at the time). If Obama hadn't mocked Trump and had started enacting some of Trump's pro-growth policies at the end of his admin I would give credit to both of them. Obama for starting and Trump for maintaining course. That didn't happen.
Trump gets credit for capitalizing on Obama's low to moderate success. That's something Obama was never able (or willing) to do, even when he had the chance near the end of his term.
