without research, my post looks foolish. I was deep into the MT industry in the early 2000s, and lived the changes in the laws and followed their development carefully, so don't talk to me about research. I was there. I was there for the mandated EMR/EHR law and rollout. I was there for HITECH, and I was there when the ACA was developed and passed into law. The ACA did not mandate the use of SR. I challenge you to post your research that says it did. You won't find any because it DID NOT. There are lots of reasons for the decline in the MT industry as mentioned in multiple posts above, but the ACA is the least of all reasons and maybe even no reason at all.
