It's all about replacing Sessions with someone Trump thinks will do his bidding by reigning in or ending the Mueller investigation. Sessions chief of staff will be acting attorney general and is well known to hold a bias against Mueller and the investigation. By appointing this man as acting attorney general, Trump is skating very, very close to obstruction of justice charges if he pressures his new appointee to fire Mueller.
