Trump doesn't change the law with an executive order. (Neither did Obama, by the way.) An EO changes how the law is enforced by the administration. Obama used an EO to not deport illegal alien children, a.k.a. DACA. Trump might use an EO concerning birthright citizenship to deport the so-called anchor babies along with their illegal mothers.
Technically speaking, Obama is right to mock Trump for talking about sending troops to the border. The caravan is still too far away to make this an effective move. But this is politics and you don't win hearts by being right. You win hearts by having a solution and executing on it. What's Obama's solution to deal with the caravan? By mocking Trump he just reminded everyone that Dems don't have a solution. (Getting to a port of entry, claiming asylum because you're poor, and ignoring your court date isn't a solution. It doesn't matter how slow you walk in or how big of a group you're a part of.)
Trump's moving troops to the border isn't necessarily a good solution. But it shows he's willing to take action. To average people the headline really does read like the Babylon Bee joke:

This is another power play by Trump. Have you noticed Trump's message discipline in the past few weeks. It's like he expects the media and the Dems to mock and criticize everything he does. Trump's been saying things that he wants Dems to amplify with their criticism.
Obama's mocking reminds everyone that Trump is acting like a patriotic, decisive, and strong leader. Obama probably doesn't even realize this. My guess is he doesn't care.
