Right now the USDA regulates chickens but the FDA regulates eggs. Weird.
Done right, this could be big and save a lot of money. Nothing creates chaos like a reorganization. Old alliances are broken. Everyone starts jockeying for positions. The Deep State will lose.
Eliminate inflated baseline budgeting (base spending plus a growth factor). The baseline for budgeting must be the previous year spending. These departments must spend what they did the previous year to get the increase. That is crazy.
