That totally makes sense.

For anybody that thinks underground tanks are safer, I guess they haven't seen one of these places blow up. I remember years ago a local gas station blew up and it was like a mushroom cloud and very scary. Thank you for sharing that tid-bit about the European tanks.

Sounds like our government needs to do a better job of research.
