Mueller has wide scope. He abides by the law. That is why he referred info to SDNY, because it was beyond his scope.

Mueller knows what he can and cannot do.

As for a subpoena, SCOTUS would approve it. Clinton received a subpoena and that was a civil case. This is a criminal case and would definitely qualify.
