Would you also make the case that an administration that failed enforce the law (and never investigated crimes nor brought wrongdoers to justice) is the least corrupt?
I would classify 'a look the other way' administration as more corrupt than an administration that did fully investigate, prosecute, and police it's own wrongdoing."
