Is criminal corruption different than corruption? - Basic Logic sm

I think I understand what you're saying...

Innocent until proven guilty requires that those who aren't prosecuted are innocent of crime. No proven crime means no criminal. Therefore, because Republicans brought more criminals to justice in their administrations there was more "criminal" corruption.

Would you also make the case that an administration that failed enforce the law (and never investigated crimes nor brought wrongdoers to justice) is the least corrupt?

I would classify "a look the other way" administration as more corrupt than an administration that did fully investigate, prosecute, and police it's own wrongdoing. Do you disagree with this?
