Do C-sections still "exteriorize uterus?"

A friend of mine had a c-section 7+ weeks ago and has been having great complications.  She was bleeding and running a high fever and finally passed what is presumed to be placental tissue.  So, since I have not transcribed maternity for a good amount of years, I was wondering if they still exteriorize the uterus to clean it out before they close it up.  I fully believe this could have been prevented, and she has been ill since her delivery.  She is now back in the hospital on antibiotics with ultrasounds, etc.  Thanks for any info you can give.   :-D
