Does anyone know about steno machines

I have a friend who wants to get into court reporting. She's looking at steno machines which can be pretty pricey (some over 1K, many in the hundreds). She saw some on E-bay or some other site that people were bidding on around $30 to 50 or so, but asked me if I knew anything about them, like why so cheap, do the machines wear out? I didn't know but thought I'd ask here. Does anyone know?
