one needs a plumber, a car mechanic, an electrician, etc at some point unless you can fix things yourself. Many of them work for a company that charges a straight up fee, then by the hour. They certainly are needed.
The point of the article is that not everyone needs to go to college and incur enormous debt. If I had it to do over again, I would learn to weld.
