without having to resort to using lethal force, especially when someone is resisting arrest and trying to get away. I think it was reported the officer who shot the 20 year old was also training the other cop present with her.

In the video cam, it looks like the other officer was fumbling to restrain the guy's wrists and she stepped in to help. But that's when they lost control of the whole situation and everything went downhill from there. A lot was happening in those few seconds before reaching for her gun and yelling out "taser" 3 times. Such a regrettable mistake, I'm sure.
