I think this is addressed in Article I - of the Constitution, which

provides for a count of persons in the country. If asking about citizenship could reasonably be expected to result in an inaccurate count of persons, that would, in effect, negate the entire premise of the census.

In other words, the government has a mandate to count persons every 10 years. It can't then turn around and adopt a policy that would interfere with that mandate.

Many years back it was asked--I think until 1945 or 1950. Back then we had few (if any) Federal restrictions on immigration, let alone deportation. There was no reason to avoid being counted. It's different now.

I'm not happy that representation includes illegal aliens. I understand the motive. This would be something for deep study by an originalist.
