exhorting participation with the census. Over several paragraphs the writer waxed poetic in describing money/programs/hand-outs/whatever, and how vital the census is for all of those "gimmes." At the very end was a one-line paragraph--an afterthought--about representation.
Apportionment of representation in the House is its intent--not seizing money from citizens to give to those it deems "deserving." And yes, non-citizens, "excluding Indians not taxed," are to be counted.
I state how many people live at this address, their sexes, races and ages. That's all. Of course, that guarantees a visit from their little drones because "we need more information."
