There's a difference. Hospital administrators in Chicago/Cook County, where most of the cases are, can see what is happening in New York City and are concerned that their institutions are next in line, perhaps in a week's time.
When a hospital bought what it could, has used it all and cannot get more, then hard choices are going to have to be made. The state government is trying very hard to get more supplies, but so is everyone else, and the help from FEMA is not materializing here despite what is being said in Washington.
You also have to consider the infection risk to members of the "Code Blue" teams. Once they are sick or dead, what's the plan? There are only so many retired healthcare professionals who are willing and able to come back to work even with relaxed licensing requirements.
So yes, the administrators will check with the Governor and the Attorney General about what their institutions can or cannot do regarding "mandatory DNR" under the Illinois statutes. They have to be prepared for the eventuality.
