As detailed in a December 2019 report by the Inspector General of the U.S. Department of Justice: "We identified at least 17 significant errors or omissions in the Carter Page FISA applications, and many additional errors in the Woods Procedures." The Inspector General is Obama appointee Michael Horowitz, and Page was a foreign-policy adviser to the Trump campaign.

FISA stands for the Foreign Intelligence Surveillance Act, and the Woods Procedures "require that every factual assertion in a FISA application be 'verified'."
