short story, "Harrison Bergeron." It is the year 2081 and everybody is forced into equality by the unceasing vigilance of agents of the United States Handicapper General. No meritocracy because all are only as smart as the least intelligent, enforced by devices and government.

It was made into a movie with Sean Astin.
