Know why he doesn't think it's necessary? He's a naturalized citizen. His real first name is Tomasz and he's only been in Congress since January this year, plus he probably never learned constitutional law or any law that is important to keep this country the republic it is. . Of course, he's a Dem. It seems the younger Dems don't like rules and regulations unless it further pushes their agenda. also those running for president, among them Beto, and future presidential candidates AOC, Omar, and maybe Tlaib or Pressley. Our form of government will be a memory if these younger people don't follow our Constitution and/or the laws in this country. Some have already said the Constitution is an only a piece of paper that can easily be ripped up and thrown away. This is why they don't like older people or veterans in Congress.
