The House needs to subpoena documents and witnesses to gather the information they need to write the Articles of Impeachment and then vote on it. The articles have to have specific charges, so they are dotting their i's and crossing their t's before the vote on Articles of Impeachment. That's the way it works. They don't all just get together one day and say "let's impeach the president, all in favor say aye and all opposed say no," and they don't have to all vote unanimously to conduct an investigation. Why? Have you heard of any House members who are opposed to doing an investigation before writing the Articles of Impeachment? I haven't.
