in Germany has existed in some form since at least the early 19th century.

Obama had nothing to do with approval or denial of this family's asylum request. Decisions were made through the courts, following the laws and criteria in place, and it was determined the family could not claim asylum under the category of religious persecution. ICE made the decision to allow them to stay anyway. The family was never "turned away" by anyone, nor were they deported. To the best of my knowledge, they are still here.
