you can't do a criminal background check unless you (the landlord) pays for it? If that's what you mean, that's not unusual. I've applied for jobs where they needed a Federal criminal background check. One employer paid for it, but the other one made us pay for it ($35). I am also a landlord. If I check references and/or criminal background and find something objectionable, all I have to do is tell that prospective tenant that I have rented to someone else. I do not need to give a reason. Landlords do need to know what their state laws are and what, if any, city laws there might be. I know because I am a landlord.
