all I've seen is Pelosi refusing to negotiate with Trump when he went to a meeting with her, even bringing candy. She wasn't even open to discussion. Trump said okay and left (the media reported he stormed out which is not true).

Pelosi canceled the SOTU over border security that she does not want to negotiate, claiming it's due to security which the SS debunked.

How do you negotiate with people who refuse?
